Police in the border city of Tijuana said they arrested a U.S. man with heroin hidden in his shoes.

Martin Galvan, 19, arrived in Tijuana's airport from the western state of Michoacan when police said they saw he was having difficulty walking. On closer inspection, police found 21 ounces of heroin in the soles of his shoes, Mexico's Attorney General's office said. It did not give Galvan's home town.

The heroin had a street value of about $20,000, the office said.
